Action Plan for Promoting the Low-Carbon Kinmen Island - Establishment and Evaluating Implementation

Under Low Carbon and Sustainable Homeland Policy, Taiwan EPA started to help planning a low carbon Kinmen Island since Dec. 2010. After the approval of the Planning of Low Carbon Kinmen Island Development by Executive Yuan on 20th May 2013, this project is subjected to provide the assistance and supervision of the execution of the 6 Flagship Programs under the Planning, including GHG inventory, audit and effectiveness assessment and rolling review for reduction strategy, as well as implementation of the action items, low carbon and sustainability education and promotion of Low Carbon Kinmen Island. In this project, seasonally supervision activities were implemented for Low Carbon Kinmen Island Planning to evaluate its effectiveness, including 7 routinely administrative meetings, 7 working groups meetings and 2 field evaluation visits by experts, technical support and administrative aid for 6 flagship programs of the Planning as well as rolling review of the Planning with national policy and local executive status. In addition, we have inventoried the GHG emission for the year 2014 and year 2015 and built a GIS display system for GHG emission and energy/resource consumption among districts of Kinmen. A model of GHG prediction has also been built by the result of inventory and economic/population variables to estimate the BAU GHG emission for measuring the effectiveness of the Programs. Implementation of 5 action items by considering technical feasibility, self-financing ability and reproductivity, including energy saving lamps in temples of Guningtou, short-mid-long terms planning of low carbon campuses, eco-circulation of sewer system in Chushan village, heat insulation for Kinmen EPB’s windows, and environmental greenificaton for Guan-au village. The action items are registered in EPA’s Low Carbon Sustainable Information System Website for demonstration of the outcomes of Kinmen Low Carbon Island. To enhance to the propaganda and promotion of Kinmen Low Carbon Island, several actions were implemented, including 4 low carbon training courses, 4 low carbon sustainable promotion campaigns, and a handbook of low carbon living principles for Kinmen residents, strategy for internal and external propaganda, and English version of low carbon advertisement.
